Javni poziv civilnom društvu za učešće u konsultacijama o akcionim dokumentima programa Višedržavna IPA 2021
Direkcija za evropske integracije/Ured Državnog IPA koordinatora (DIPAK) pozivaju civilno društvo i medije u Bosni i Hercegovini, uključujući akademsku zajednicu, eksperte i društvene partnere, da učestvuju u konsultacijama o nacrtima akcija programa Višedržavna IPA 2021.
Program Višedržavna IPA III vođen je centralizovano od strane Evropske komisije koja je nadležna za planiranje, programiranje, provedbu i praćenje provedbe programa. Ne postoji definisana nacionalna alokacija sredstava za pojedinačnu zemlju korisnicu Višedržavne IPA III, već se sredstva koriste na način koji će omogućiti najefikasnije dostizanje postavljenih ciljeva gledano regionalno. Također ne postoje ni subnacionalne alokacije sredstava ili nacionalno specifični modaliteti provedbe programa Višedržavna IPA III.
Podrška kroz program Višedržavna IPA III se usmjerava ka oblastima gdje se očekuju zajednički napori više zemalja ili tamo gdje će ulaganje sredstava proizvesti pozitivan uticaj u više zemalja. Akcije su zamišljene tako da budu komplementarne akcijama koje se programiraju kroz proces nacionalnog programiranja u svakoj državi korisnici programa IPA III.
U poređenju s IPA II, paket je postao znatno veći, kako u pogledu obima, tako i ukupne finansijske podrške. Veliki procenat od ukupnog programa namijenjen je za podršku provedbe Ekonomskog i investicionog plana EU za Zapadni Balkan (EIP) i za podršku provedbe Zelene agende za Zapadni Balkan.
Nova metodologija programiranja IPA III omogućava koordinaciju i efikasniju vezu između multinacionalnih i bilateralnih programa, uzimajući u obzir i zajednički okvir sredstava u okviru IPA III. Dodatno pruža mogućnost udruživanja sličnih aktivnosti korisnih za sve IPA III korisnice, radi osiguravanja primjene zajedničkih smjernica i pravila.
