CALL FOR EXPERTS – Analysis of the Youth Work development at the European level
This is a call for expert(s) who will work on development of Youth Work analysis publication. This publication should be an overview of tools and practices of youth work recognition and assessment of youth workers at the European level, in Bosnia and Herzegovina, Belgium and North Macedonia.
Background / About CEREBRA and partners
Agency for development and cooperation CEREBRA from Banja Luka is an NGO established in 2004. Since then, Cerebra has been involved in numerous activities on local, regional, national and international level. Cerebra is a youth organization, NGO that mainly works with youth although it’s target groups are older adults too. We organize educational events (seminars, workshops, trainings, conferences) to provide opportunities for the youth to learn skills that are required on the labor market. We provide opportunities to our members to travel around the region and elsewhere in Europe. We believe that acquiring modern/transferable skills and gaining experience from their peers are the most important elements for one’s development in our rapidly changing world.

Youth for Exchange and Understanding (YEU) is an international Non-Governmental Youth Organization established in 1986. It is a member of the European Youth Forum (YFJ) in Brussels and considered as a European level non-governmental youth organization by the European Union and the Council of Europe.
YEU’s mission is to promote peace and to increase tolerance and awareness between different countries, cultures and traditions, and to promote a greater level of comprehension. The mission of the organization is achieved through the development of youth exchanges, seminars, conventions, meetings, study visits and training courses based on the principles of non-formal education, experiential learning and self-directed learning. In addition to that, YEU constantly analyzes the needs of young people all over Europe and aims to address them through the projects it organizes. YEU also pays a lot of attention in creating youth policies, participating in important youth events on European level and producing educational manuals.
At the moment the network includes 33 different youth organizations from 27 European and neighboring countries.
Center for Intercultural Dialogue (CID) is a non-governmental, non-profit youth-led organization that works on a national level in Macedonia. The organization is youth-led, thus our work focuses on many aspects which are of interest for young people: from provision of services and information, to research and support for policy-making and networking. CID is working to create diverse responsible and cooperative communities, where citizens are actively contributing to social development and integration. Our mission is to ensure sustainable community development by creating opportunities for quality engagement of civil society, advancing learning opportunities, and active involvement of young people and other citizens.
Project description and objectives
Name of project: Youth Work Recognition through Self-Assessment
The project is set around the trend of youth work recognition, which is enhanced both on European and national, level. The idea of youth work recognition often can be seen as a two-fold process: on one hand directed to the youth work providers aiming to make their work effective and to provide space for real and meaningful support for young people, while on the other hand ensuring that youth workers are competent for the job. The project is coordinated by CEREBRA BiH, with partners from Belgium (Youth for Exchange and Understanding) and North Macedonia (Center for Intercultural Dialogue)
The project’s main aim is to strengthen the recognition of youth workers competences and assessment of the quality of youth work providers, by capacity building of youth workers and evaluators based on the principle of self-assessment and peer-assessment.
Objectives of the project are the following:
- To build capacities of youth workers to be able to provide peer-review of their work and self-assess their competences within a given competence framework for youth workers (portfolio)
- To raise awareness on the need to develop learning to learn competences within youth work and motivate youth workers for lifelong learning
- To develop and try out specific recognition tools for youth work providers (quality label tools) and for youth workers (recognition portfolios) as examples of non-formality in the recognition of youth work
- To develop participants’ understanding and knowledge of various forms of youth work systems and discuss their applicability in different contexts
- To exchange good practices of youth work recognition between youth workers and their associations from the 3 participating countries but also on European level
Scope of work
The Expert(s) will work on development of Youth Work analysis. The publication should be an overview of tools and practices of youth work recognition and assessment of youth workers at the European level, in Bosnia and Herzegovina, Belgium and North Macedonia.
The publication developed will compare the systems of youth work recognition which are based on self-recognition. It will offer an overview of the European perspective, the overview of systems in Bosnia and Herzegovina, Belgium and North Macedonia and draw a comparison of the pro-s and con-s of each.
At the second part of the publication there will be a toolbox containing different examples of recognition tools with practical handouts and materials for further distribution.
Experts are expected to follow the project activities and include conclusions from the activity reports which will be held in North Macedonia and Belgium. Training course in North Macedonia aims to provide youth workers and leaders in the recognition process with competences to conduct self-assessment and peer-based review of youth workers, and this activity will feed into the recognition tools.

Experts are expected to maintain regular contact and communication with Project Staff and other Experts at the national level… Coordinating work of Team of Experts in order to fulfill required tasks and deadlines
The Contract will be executed in Euro and the payment will be conducted after successful completion of service and provided deliverables are approved. The maximum budget available is 3,750.00 EUR for the expert at the European level and 2000 EUR for the experts at the national level.
For payment, the provider of the service will be requested to submit the approved deliverables and reports which should be in English (experts are expected to send proofread documents).
Required Skills, Experience and Qualifications
- Previous experience with youth work, youth analysis and developing tools and practices of youth work recognition and assessment of youth workers on European level;
- At least 3 years’ experience of developing documents/publications and/or development of documents for international/regional organizations;
- Previous experience working at the European and regional level, and good knowledge of the youth work;
- Advanced computer skills and knowledge using MS Office, Google Drive and other Google services (docs, spreadsheets, etc);
- Excellent writing and verbal communication skills;
- Excellent oral and written proficiency in English required;
- Ability to work in a multicultural environment and to display cultural, gender, nationality and religious sensitivity, and adaptability;
