{"id":52851,"date":"2026-07-01T11:03:51","date_gmt":"2026-07-01T09:03:51","guid":{"rendered":"https:\/\/www.mladibl.com\/?p=52851"},"modified":"2026-07-01T11:09:57","modified_gmt":"2026-07-01T09:09:57","slug":"open-call-long-term-blended-learning-programme-access","status":"publish","type":"post","link":"https:\/\/www.mladibl.com\/?p=52851","title":{"rendered":"Open Call \u2013 Long-term blended learning programme ACCESS!"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Name of the project: <strong>\u201cTraining Course <\/strong><strong>Long-term blended learning programme ACCESS!<\/strong><strong><em>\u201d<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Date of Project: <strong>06.10.2026 \u2013 11.10.2026<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hosting organization: <strong>\u201cYouth Department Secretariat<\/strong>\u201c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Place: <strong>Strasbourg, France<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participants age:&nbsp;<strong>18 \u2013 30<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The number of volunteers: <strong>2+<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Working language:&nbsp;<strong>English<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deadline for applying: <strong>08.07.2026.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Objectives of the course<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>ACCESS! training course<\/strong> aims to strengthen the implementation of Recommendation CM\/Rec(2015)3 on the access of young people from disadvantaged neighborhoods to social rights at local level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Objectives<\/strong> of the training course are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Support local authorities, youth organisations, youth work providers and other stakeholders in developing coordinated and participatory local responses to challenges affecting young people\u2019s access to social rights;<\/li>\n\n\n\n<li>Enhance cooperation between youth policy, social services, housing, education, health and other relevant sectors at local level.<\/li>\n\n\n\n<li>Strengthen the capacity of participants to apply rights-based and youth-centred approaches in local policy development and service provision.<\/li>\n\n\n\n<li>Support meaningful participation of young people in local decision-making processes related to social rights and inclusion.<\/li>\n\n\n\n<li>Promote sustainable local partnerships capable of addressing inequalities, discrimination and social exclusion affecting young people.<\/li>\n\n\n\n<li>Create a European network of local actors committed to advancing young people\u2019s social rights through local democratic action.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Profile of participants<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">ACCESS! targets local actors directly involved in developing, implementing or supporting policies and practices related to young people\u2019s access to social rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participants apply as local teams composed of 2\u20133 representatives from different sectors or institutions within the same municipality, city or local community. Teams should ideally combine institutional and civil society perspectives and demonstrate<br>commitment to strengthening cooperation at local level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participants may include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Representatives of local or regional authorities responsible for youth policy, social affairs, participation, housing, education or inclusion (or any other measure covered by the Recommendation).<\/li>\n\n\n\n<li>Youth workers representing organisations working with youth from disadvantaged neighbourhoods<\/li>\n\n\n\n<li>Representatives of youth organisations including young people with lived experiences of exclusion and isolation.<\/li>\n\n\n\n<li>Representatives of educational, housing, health or employment support structures working with young people.<\/li>\n\n\n\n<li>Coordinators of local participation structures or community initiatives.<\/li>\n\n\n\n<li>Other local stakeholders involved in promoting young people\u2019s social rights.<\/li>\n\n\n\n<li>Professionals from youth social services and community services.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Particular attention will be given to teams working with or representing young people from disadvantaged neighbourhoods or those facing exclusion and isolation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participant teams are expected to identify a concrete local challenge related to young people\u2019s access to social rights and to engage throughout the course in developing cooperative and sustainable local responses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is mandatory that each team (minimum 2 and maximum 3 members) includes at least one representative of a local or regional authority, or its relevant substructure. Applicants from outside local authorities are encouraged to reach out to their local<br>authorities to form a team, and vice versa.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Venue and Accommodation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The residential seminar will take place in <strong>Strasbourg<\/strong>, where accommodation and meals will be provided by the Council of Europe.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Travel <strong>expenses<\/strong> to and from Strasbourg will be reimbursed according to the rules of the Council of Europe.
