Are you passionate about research, evaluation, organizational learning, and turning evidence into better programs and ideas? The Regional Youth Cooperation Office (RYCO) is looking for an experienced Research Evaluation and Learning (REL) Manager to lead research, evaluation, learning, and knowledge management processes across the organization.

This role is an opportunity to help strengthen how RYCO uses evidence, learning, and organizational knowledge to improve its programs, develop new initiatives, and support strategic decision-making across the region.

About the Role:

The Research Evaluation and Learning (REL) Manager will oversee research, evaluation, learning, and knowledge management processes within RYCO, while also serving as a knowledge hub for the development of new projects and ideas.

The REL Manager will be responsible for strengthening the use of RYCO’s organizational knowledge, overseeing the Monitoring and Evaluation (M&E) Framework, supporting research and learning activities, and contributing to the preparation and development of project proposals based on RYCO’s Strategy.

The position reports directly to the Deputy Secretary General.

Main Responsibilities:

What We’re Looking For:

We are looking for a professional with a strong background in research, monitoring, evaluation, learning, or knowledge management who can turn complex information into clear insights and recommendations.

Candidates should have a Master’s degree in a relevant field and at least six years of professional experience in research, monitoring, evaluation, learning, knowledge management, or program quality.

Strong knowledge of qualitative and quantitative research methods, M&E/MEAL frameworks, data analysis, evidence-based programming, and organizational learning is essential. Experience working in multicultural environments and knowledge of regional cooperation, youth participation, social cohesion, and reconciliation processes in the Western Balkans are also important for the role.
